Ted Hilson - Union Plus mortgage program provided information about the program, including that it is open to union member, their parents and their children. Further information will be posted on the website.
Jeff Johnson, president WSLC: Treasurer Don Cline presented Mr. Johnson with the check for $10,000 from TLMCLC for purchase of a predictive calling system for the Olympia WSLC offices. Mr. Johnson also spoke in dismal terms about the 2012 legislative session, particularly the pension defunding. He praised the passage of the Jobs Bill as the high point of the session as a much needed boast to Washington’s economy projected to leverage $1.6 billion in revenue. He thanked Bob Guenther and the council for their hard work and support. He is asking for continued hard work from Labor in this election be it on the phone bank, doorbelling or distributing Pledge to Vote cards.
WSLC, though a 2011 convention resolution, has designated May as Labor Works month and has planned many events. Posters are available.

1. Bylaws Review by National Labor Council office – the findings are in and new By-Laws are approved. (not discussed)
New Business
1. Council endorsement of statewide candidates: Four members of the council attended interviews held March 31 in conjunction with Southwest Washington CLC and Cowlitz/Wakiakum CLC. They shared their recommendations to endorse as follows:
- Insurance commissioner: Mike Kriedler (Council voted to endorse)
- Secretary of State: Kathleen Drew (Council voted to endorse)
- Supreme Court Justice, position 9: John Ladenburg (Council endorsed)
- State Auditor: no consensus, council would like further time to consider
2. Radio ads for tlmclc on KMET/KELA in Centralia (aired during high school games) Bob Guenther played audio of the ad, all were favorably impressed. Ads will continue through end of school year. Don Cline will check into the cost and logistics of getting the ad aired on KMAS, in Mason County.
3. Katie Nelson, PAC coordinator spoke to the need to have a game plan for the May 5 COPE convention, with particular attention to addressing candidates re the public sector pension plan

Katy Fogg, IATSE Local 15, thanked the council for using Union stagehands for their events and stated that exposure has begun to land them more work at political events
Deborah Solomon, ITU 1765, reported that the transit local will enter arbitration on (need more info)
Good of the Order - Bridget Flory shared that Puget Sound Entertainment contacted her regarding providing children’s play equipment at the 2012 Labor Day picnic.

- Bylaws Review by National Labor Council office – No Update.
- Apprenticeship Program – Regional Apprenticeship Conference April 17-18 – P. Lahmann suggested that anyone interested in attending, get their registrations in.
- Transalta Bill – Motion to appoint Bob Guenther as Labor representative to the committee for the Transalta Power Bill, from the Council to this committee. M/S/C
New Business
- Appoint person to fill the vacant position of PAC chair – Katie Nelson WFSE 443 was elected.
She asked to get someone to assist that could be trained to follow into the position. - Workers Memorial Day – April 28th Events 2 PM – A reminder was given and it was hoped that many could attend the ceremony at the L&I building in Tumwater.
- Labor Archives of WA – BG shared that he had old records – minutes from the 1926 Labor Council meetings and wanted to pass it to the UW Labor Archives. The recommendation was unanimously approved.
- Candidate interviews – Longview March 31, 2012 – need four people
- Motion by Lhisa Reish for 500 dollars support to the Young Labor Leaders group. With the condition that one of the group comes to the March 31, legislative interviews in Longview. M/S/C
- Motion for support of Brendan Williams, $1800 in the Thurston County Superior Court race.

Submitted to State Labor Council, winners will be submitted to folk life. talked about candidates in the 1st Congressional districts, candidate forum in Everett. March 1st, voter Registration Contest. We represent close to 500,000 people in the state. Jobs Bill – for jobs that need to be done now such as infrastructure. 3. Apprenticeship Program – discussion on Regional Apprenticeship Conference April 17-18 and the CLC participation in supporting this event. Request for funding. 2. Discussion of funding support for Call center Predictive Dialling System - to be housed at the WSLC building Olympia – BG – Talked about need to help get the word out to Labor families to vote. Motion to purchase a Predictive Dialing system to be housed at the WSLC office in Olympia, with a cap price of $10,000, with negotiation for the best price. BG will negotiate on this item. M/S/C
3. Bond Legislation – B.G. – jobs bill that was talked about.
4. Request for funding for Try A Trade day at Satsop on May 3 – P.L. – Motion to donate $2000 to the RETC for the TAT on May 3rd. M/S/C Check to Ryan Davis of RETC. Ask Ryan to do Video for the TAT day. Will have our banner hanging at the event.
5. Advertising KELA for basketball tournament – We will hold off at this time as we have sponsored the football and basketball seasons.

This to be done at next regular meeting. There was discussion that they need to do work on the plant and eventually they want to build a 1000 megawatt gas plant.

Introductions
Guest – Harlan Thompson – Mayor of Centralia – Sought support for his election run. Described his involvement in organized Labor and has testified in support of saving jobs in our region. to the legislature stated he didn’t want money from us but wanted to make sure we talk to our friends and neighbors living in the city. He is happy with the negotiated settlement of the City Light Contract and stated the hard work of the workers deserves a raise.
He sees himself as mayor being able to moderate the perspective of the discussion during city council meetings and help the council to reach good decisions that support the business of the city. Harlan described himself as a person who is proud to support organized labor, and will continue to listen to citizens needs and strive for good paying jobs in the area.
Mr. Thompson answered many questions from our council members in attendance.

New Business
New Business: Discussed the notion of a meeting in conjunction with the Southwest Labor Council and the Cowlitz Wahkiakum Labor council for a meet and greet with Jay Inslee candidate for governor. The meeting to take places late November m/s/c to proceed with the partnership in this endeavor.
M/S/C to run adds for our endorsed candidates in the respective newspapers of which the candidates are running. (Bob Guenther will get the ads in the two papers and have the bill sent to our council PO Box.)

Delegates to the meeting represented AFSME, CWA, IBEW, ATU, and Stage Hands, a very good discussion by all about several subjects most importantly our role in providing information to our affiliates for the preservation of our movement and the support good jobs bring to supporting strong communities.

Powder Plant Tragedy – John & Marie Panesko, Bill Moehler – Report on the 1911 Powder Plant tragedy.

Nov. 1, 1911, killed 8 young women on Coal Creek Rd. 2 were 14 years old, working in a powder manufacturing plant. The plant manufactured powder for blowing stumps. It is believed that there was a flash fire at the plant, trapping the girls, identification was almost impossible, 5 were never identified. He discussed this as a focal point on child labor and a start to worker reform. It created an atmosphere that never went away, where Labor had a foothold. He mentioned the column by Gordon Aadland.
John Panesko
Discussed the inquest that was over in ½ and hour and there was found to be no guilt for the company. This is a focal point for the Labor Community for Washington in getting labor laws enforced. He discussed the reclamation of the cemetery and the finding of the one foot border around the unmarked graves. He discussed the fund raising efforts.
Checks to Security State Bank for the “Girls” – WFSE Local 443 donated 500 dollars. TLM CLC will donate $1,000. We will take WFSE check and write a check for $1500, including WFSE’s amount.

3. Washington State Labor Education and Research Center and Labor Archives of WA State M/S/A to make a donation of 3000 dollars per year for 3 years. Suggestion at the St. Labor council convention to give money for matching at the Convention
4. Letter on Amtrak – Letter by Pres. Guenther on this issue.
5. The Girls – Packing House fire in Lewis County – Caused Workers Compensation laws to be strengthened. A Lewis County group would like to create a monument to this Labor tragedy. M/S/C that we donate 1000 dollars for a monument dedicated to them, with presentation at the next TLMCLC meeting.
6. Costco – Voted to turn in cards due to stance on Privatization of Liquor – On agenda next month.

Delegate ReportsJeff Johnson – President WSLC – Report from the Council and legislative issues. Decertifiying the Captains union State Ferry Systems, State Employees circumvention of the competitive bidding law state employees would have the right to compete, workers compensation – defeat of 1082, compromise and release. No money to the House and Senate funds if possible. Think about not contributing to friends, unless they won’t surplus their money to other candidates. Dimepack to do independent expenditures, identify recruit, train, candidates from labor. The Labor Council will be looking for people that will run for offices and come from the labor community.
Labor to invest in ourselves, the Labor Center at South Seattle CC. Want to double staff from 2 to 4. And support archives at the UW. Raise 200,000 for the next three years. Young emerging leaders conference. Resolution to the convention for the young emerging leaders group.
Discussion with Senator Cantwell about the debt ceiling legislation and how that affects Social Security. 3 Free trade agreements try to get delegation to vote against.
NLRB hearings rules to expedite election processes and workers organizing elections.
Talked about weighting of voting by public officials in the last session, using a percentage schedule of what a certain bill means to Labor.

- Sec. Lahmann – Read correspondence – New Rules governing AFL-CIO Area Labor Councils and CLC.
- Request By-law Review – per chair – Send written request. Call Del about contact person. Hold off on new Bylaws review. Have Chairman Guenther bring some copies of the current bylaws – There was a suggestion that they be put on line. No action taken on this suggestion. Del reported that our bylaw changes have been per capita and quorum change since the last By-Law rewrite.

- WSLC Convention August 4-6
M/S/C - Moved to send up to 6 people as delegates to the WSLC convention and pay reasonable expenses. Bing Bristol, Del Jensen, Peter Lahmann, Debbie Solomon, Don Cline, Lhisa Reich said that they would be interested in attending. Sec. Lahmann will check into the material. - Question by L.R on how the conference works. Report by Treasurer DC on how the money will be paid for delegates rooms at the convention.
- LR Timberland Regional Library – Losing one of their Trustees due to health reasons. He was a Former employee. TRL is looking for recommendations for a new Trustee re Presenting Grays Harbor. It was suggested that she talk to the Grays Harbor CLC President John Warring. T. Paul Schell might have a person in mind.
- Political update – Del Jensen – Del made a print out of candidates. Del gave a report on trying to revitalize the Political Action Committee. There was discussion about meeting the candidates and methods. One idea was that candidates would come to a regular meeting and be interviewed there. Primary Ballots will be available July 27, Primary Aug. 16.
- There was discussion about the questionnaire and questions for the candidates.

The meeting was called to order by President Bob Guenther at 7:03 p.m. at the State Employees 443 office in Lacey.
Introductions were given.
Secretary Jensen passed the correspondence around to the delegates.
Denny Heck, former state representative, 22nd District, said that he is “stunned by what’s happening in Washington, DC.” He stated that jobs and energy independence are not Congress’ priority at this time. He thanked the Council for their service to the community. He fielded questions from the membership.

Treasurer Don Cline gave a verbal treasurer’s report.

President Guenther gave the Oath of Obligation to Joe Carter, Laborers 252.
Vice-president Bridget Flory is working with our webmaster on the Council banner design.

M/S/C To pay $350 for Debra Solomon, ATU 1765, to attend the Summer School for Union Women in Hawaii.

The meeting was called to order by President Bob Guenther at 7:00 p.m. at the Carpenters’ Hall in Centralia.
Introductions were given.
Secretary Jensen passed the correspondence around to the delegates.
Jeff Gadman, Lacey City Council candidate, has a strong commitment to police and fire services. He wants Lacey to attract businesses that pay family wage jobs. He also wants to build pride in Lacey and strengthen neighborhood associations. He was recently involved in hiring the new Lacey city manager (the former manager retired). He was appointed to replace Mary Dean, and is up for election this year. He is a manager at the Thurston County Assessor’s office, and a former member of AFSCME 618 (his management position is not in the bargaining unit). He fielded questions from the membership.
Lynne Dodson, Secretary-Treasurer, Washington State Labor Council (WSLC), explained that the wages for working people have stayed stagnant in the last 30 years. She said that 100 percent of the income growth since 1980 has gone to the top one (1) percent. She is concerned about ongoing corporate tax breaks. She also said our workers compensation is good for injured workers and employers.

Treasurer Cline gave a verbal treasurer’s report.
M/S/C To accept the March 31, 2011 treasurer’s report.
The Council will start considering political endorsements at the May 18, 2011 general meeting.
M/S/C To send up to 8 people to the Thurston County Democrats Kennedy dinner on Saturday, May 21, Olympia Red Lion Hotel, at a cost of $500.
The September 5, 2011 Labor Day event was discussed. Stan Hedwall Park in Chehalis has already been reserved.
M/S/C To purchase two Council banners at a cost of up to $1000. Vice-president Bridget Flory will prepare a design for the May 18, 2011 general meeting.

M/S/C Council nominations and elections will be held at the May 18, 2011 general meeting. Most of the officers’ term of office will be for the period June 1, 2011 through April 30, 2013 (except for 1-year and 3-year trustee).

M/S/C To accept the February 28, 2011 treasurer's report.
Executive Board member Diane Nelc (also our Council website communications director) is gathering union logos for our website.
M/S/C To donate $1000 to FUSE for the February 26, 2011 rally in Olympia. This donation is to cover some sound system expenses for the rally.
M/S/C To donate $1000 to Washington State Labor Council (WSLC) for the April 8, 2011 rally in Olympia.
M/S/C To spend $5000 for the April 6-8, 2011 rallies at President Guenther’s discretion. This money will be used for last minute expenses, i.e. transportation, supplies, etc.
President Guenther and Treasurer Cline announced that our Council is now a member of the Washington State Labor Council President’s Club.
M/S/C To send 4-8 people to the Mason County Democrats’ Kennedy dinner on Sunday, May 1. Attendees will be selected at our April 20, 2011 general meeting.

President Guenther has written a letter to State Senator Rockefeller about the Centralia Power Plant, for the Council. He plans to testify on HB1365 for Clean Energy on Thursday, February 17 and has sent a letter to State Representative Upthegrove, for the Council.
Bridget Flory reported on the Compromise and Release legislation on workers compensation. Don Cline reported on new Labor & Industries (L & I) legislation that follow-up medical treatment for injured workers will be only with L & I approved medical providers.
Ken Quillen reported on proposed legislation for 7% advantage for local contractors versus out-of-state contractors (HB1809 and SB5662).
Bing Bristol reported on the Department of General Administration & Printing consolidation bills (HB1720 and HB1841).
M/S/C To spend $150 for a membership in the Washington State Labor Council (WSLC) President’s Club.
M/S/C To send up to 7 people to the WSLC Legislative Conference on Thursday, February 24 at the Red Lion Hotel in Olympia. The reception will be held on the evening of Wednesday, February 23.

Guest Speaker, Stew Henderson, recently elected chair of the Thurston County Democrats, spoke to the members. He would like to recruit union members into about 200 vacant precinct committee officer positions. Call him at 260-339-3069 if interested. He stated that 81 local positions, such as city, county, school boards and fire districts will be up for election in November 2011.

UFCW Local 367 Benny Rowland reported on the recent food service contract talks. King County contract has been signed. Others are still extant. Some local bonuses are being held hostage until contracts are signed. Benny teaches the meat cutting apprenticeship at Bates Technical College in Tacoma. He is looking for sponsorships for their upcoming graduation ceremony..
Laborers Local 252 Peter Lahmann reported that he will be attending the upcoming quarterly Washington State Apprenticeship Council meeting to be held at Labor and Industries in Tumwater..
IATSE #15 Kata Fogg reported that stagehands handled the entirety of the recent Patty Murray Senate Campaign; the work was greatly appreciated. Hopeful that contract talks with Pacific Stage will happen shortly..
WFSE Local 443 Don Cline reported that the state employees contract is out for vote of the membership. Update on the Mason County Republican Lincoln Day Dinner, Saturday, February 12, 2011. It will be held at The Pavilion at Sentry Park, Shelton, 5:00 p.m. At a prior meeting we voted to send 8 members; 2 tickets remain.
Bing Bristol, General Administration, reported that state electricians over a 2 year period got a 22% crew reduction. Difficult to "do more with less". There is a renewed effort to tear down the General Administration building. We need to do a concerted effort to save the magnificent labor related mural in the building entrance..
AFSCME #3758 Lhisa Reish of Timberland Regional Library System reported the library system is experiencing financial challenges. The 5 county system depends on property and timber taxes which are declining due to erosion of property values and foreclosures..

She wants to develop a school curriculum to educate students about apprenticeships statewide. She also wants to reach out to young union members. She fielded questions from the membership.

- President Guenther explained about the website and that delegates can submit items directly to our webmaster. He also announced that Don (Doc) Cline, State Employees 443, will take over as Treasurer. He commended Treasurer Terri Prather, City & County 618 for her work for our Council.

- President Guenther explained about this year's Labor Day Celebration in Tumwater.

- Chuck Graham, Transit Workers 1765, announced that there will be a Workers Rally for Patty Murray on Tuesday, September 7.
- Trina Young, AFSCME Council 2 (City & County Employees), spoke about organizing at the Timberland Library.
- Sharon White, Lewis County Commissioner #3 candidate, believes in property rights and giving 10% percent of the Commissioner's salary back at this time. She feels that people should be brought to the table to discuss where to streamline operations temporarily. She said that staff should be the last to go.
- A Council travel expense proposal will be discussed at the September 15, 2010 meeting.
- The upcoming Labor Day Celebration on Monday, September 6 was discussed.
- President Guenther and Secretary Jensen reported on the primary election results (held Tuesday, Augus 17) in Lewis and Thurston Counties.

- M/S/C To endorse Sharon White for Lewis County Commissioner #3.

- The meeting was called to order by President Bob Guenther at 7:02 p.m. at the State Employees 443 office in Lacey.
- Secretary Jensen passed the correspondence around to the delegates.
- Introductions were given.
- The following candidates were interviewed:
• Jonathan Meyer, Lewis County Prosecutor
• Stan Rumbaugh, State Supreme Court, Position 1 - M/S/C (motion, seconded, carried) To approve the June 16, 2010 minutes.
- President Guenther reported on the Council treasurer status.
- M/S/C That the new treasurer will assume the office once the audit has been completed.
- The following
were nominated for treasurer:
• Don (Doc) Cline, State Employees 443 - M/S/C To accept Don (Doc) Cline as treasurer by acclaimation.
- M/S/C To donate $800 to Corinne Tobeck, 20th District representative candidate.
- The Intercity Transit ballot was discussed.
- M/S/C To send $500 to "YES on Transit."
- M/S/C To spend $400 for a half page ad for the 2010 Jobs With Justice Honoree Dinner and Silent Auction program, to be held Saturday, October 30 at Renton Technical College, Renton.
- M/S/C To send $500 to Left Foot Organics.
- M/S/C To appoint Secretary Del Jensen to represent the Council at the Monday, August 9 statewide COPE meeting at the Washington State Labor Council convention, Hotel Murano, in Tacoma.
- M/S/C To purchase 1000 Council pens from Grays Harbor Stamp Works. These will be used to publicize the Council's website. Diane Nelc and Del Jensen will work on this.
- M/S/C To spend up to $1500 to purchase an advertisement to announcement our political endorsements in The Olympian.
- M/S/C To endorse Jonathan Meyer for Lewis County Prosecutor.
- Zach Smith, Coordinator, reported on Denny Heck's campaign (3rd District U. S. Representative). Contact Mr. Smith if you wish to volunteer.
- M/S/C To accept Bing Bristol as sergeant-at-arms.
- M/S/C To spend $110 to send up to 2 people to the October 30 Jobs With Justice Honoree Dinner and Silent Auction in Renton, and pay reasonable expenses.
- M/S/C To adjourn at 9:20 p.m.

are some quick notes from our June 16th Central Labor Council meeting,

- The meeting was called to order by President Bob Guenther at 7:03 p.m. at the Carpenters’ Hall in Centralia.
- Secretary Jensen passed the correspondence around to the delegates.
- Introductions were given.
- Mallory Gitt, Washington Bus, explained about their young adult leadership program. They are soliciting donations for a summer fellowship in Seattle. She fielded questions from the membership.
- Sean Murphy & Kristine Reeves, Senator Patty Murray's campaign, spoke about pending apprenticeship legislation (SB 3234) for retraining veterans. Kristine is the Olympic Peninsula contact for the campaign. Sean reported on the new veterans health clinic that has opened recently at Lewis County Mall.
- The following candidates were interviewed:
Ross Gallagher, re-election for Mason County Commissioner
Steven Drew, Jeff Gadman, and Dennis Pulsipher, Thurston County Assessor
Noah Crocker, Thurston County Treasurer - Zach Smith, Denny Heck campaign, reported that the campaign is in full swing. He said that Mr. Heck is all about jobs for the 3rd District. Mr. Smith is the 3rd District contact for Thurston-Lewis Counties and the office is located at 417 N. 4th, Olympia. He wants affiliates to get involved in the campaign. He also stated that signs are ready to be posted. President Guenther spoke about future sign parties.
- M/S/C (motion, seconded, carried) To endorse Ross Gallagher for re-election for Mason County Commissioner.
- The upcoming June 26 National Town Meeting at the Hawks Prairie branch of South Puget Sound Community College was discussed.
- M/S/C To accept March 17 & April 21, 2010 minutes.
- M/S/C To donate $2000 to Washington Bus.
- The Council treasurer position was discussed.
- M/S/C To send up to 6 people to the Washington State Labor Council convention, August 9-12, at the Hotel Murano in Tacoma, and to pay reasonable expenses.
- Delegate reports were given.
- M/S/C To adjourn at 9:59 p.m.
